Chryssa Miliou

Secretary General for Tax Policy, Ministry of Economy and Finance

Chryssa Miliou is a lawyer and a member of Katerini Bar Association, specializing in tax law. She is a graduate of the Faculty of Law at the Aristotle University of Thessaloniki and of the National School of Public Administration. She holds a Master of Science (MSc) in European Economic Studies from the Department of International and European Economic Studies (IEES) at the Athens University of Economics and Business, where she also completed a postgraduate training program in Tax Law.

Throughout her extensive career in both the public and private sectors, she has developed expertise in a wide range of tax-related matters and has provided tax advisory services to individuals and businesses. She has also been actively involved in working groups and committees focused on taxation and tax policy development.

She served for fifteen years as an executive at the Ministry of Finance and later at the Independent Authority for Public Revenue, gaining in-depth experience in key areas of taxation, including income tax, tax controversy, public revenue collection, and the fight against financial crime (SDOE). During this time, she also assumed managerial positions.

Upon transitioning to the private sector, she initially joined the Tax Department of Grant Thornton and later the Tax and Legal Department of PwC, where her main areas of focus included personal income taxation, tax disputes, and international tax matters.

Since August 2023, she has served as an advisor to the Secretary General for Tax Policy at the Ministry of Economy and Finance, playing an active role in the drafting of tax legislation, negotiating Double Taxation Avoidance Agreements, and shaping national tax policy at the domestic level as well as within the European Union and the OECD.
