Vassilis Koutsiouris

Dr. Vassilis Koutsiouris is currently serving as the Director of the Office of the Secretary General for Strategic Planning at the Greek Ministry of Health since 2023, specializing in pharmaceutical policy and digitization of primary and secondary health care. At the same time, it manages projects to defend, protect and promote the health of the population, through the planning and implementation of Public Health policies. Dr. Koutsiouris served as Minister’s Advisor during the period 2021-2023 and senior expert in Greek National Organization for Health Care Services Provision during the implementation of 2nd Memorandum of Understanding on Specific Economic Policy Conditionality in Health Sector during 2013-2015, and since then he worked in the Health and Insurance sector companies as an expert in the fields of Health, ICT, and Data Protection projects. Dr. Vassilis Koutsiouris holds a PhD in the multidisciplinary area of Informatics, Marketing and Social Psychology for the use of mobile applications from the Athens University of Economics & Business, a MSc in Health Economics and Management (Hons) from the University of Piraeus, a MSc in Information Systems from the Athens University of Economics & Business and a BSc in Informatics and Telecommunications from National and Kapodistrian University of Athens. He is currently a postdoctoral student in the field of pharmaceutical negotiations using Game Theory’s models at the University of Piraeus. Among others, Dr. Koutsiouris has participated in EU and Greek Funding Research Projects since 2010 in the field of Health Informatics, Information Systems, E-Commerce, HCI, Interactive Marketing and Mobile Services. He has published over 20 research papers in academic journals and scientific conferences (e.g., ISPOR, International Conference on Mobile Business, Conference of European Association for Education and Research in Commercial Distribution, World Congress on Information Technology). His research areas are the Pharmaceutical and Health Technology Assessment policies and negotiations, European Health Data Space Legislation, Digitalization and ICT Services in Health sector, m-Commerce, Location-based Services, Consumer Behavior, Human-Machine Interfaces and Virtual Reality.
