
"Challenges and opportunities in the water sector"
Amid a unique international context, the Greek water market finds itself at a critical crossroads. On the one hand, it must fulfill its role as a driver of economic growth, but on the other, it must also be “shielded” against global climate and economic developments.
The Greek Water Summit 2025 aims to bring together expert opinions, governmental priorities, and industry proposals, with the goal of becoming a decisive factor in shaping the future of the sector.
The #gwas25 Conference will be held on 13 June 2025, organized by ethosEVENTS in collaboration with the financial and business portal banks.com.gr and the financial and investment magazine HRIMA. a) Rationalization of the Structure of the Water Supply Market in Greece: Reforms and Challenges
With the consequences of the climate crisis becoming increasingly evident, the Greek water supply market is undergoing transformation in order to address new challenges and meet the need for rational, sustainable, and socially equitable water resource management.
Considering a widely discussed bill, the two major “players,” EYDAP and EYATH, are at the forefront of developments. As the water supply map of Greece is being redrawn, they will both influence and be influenced by the changes. A key issue is the planned reform, which also affects the survival of the country’s Municipal Water and Sewerage Enterprises (DEYAs), which are being encouraged to voluntarily merge, creating larger and more resilient entities.
In this new landscape, the Regulatory Authority for Waste, Energy, and Water (RAAEY) is expected to establish clear rules for pricing, transparency, and oversight, directly impacting the economic, social, and environmental aspects of water pricing.

b) Investments in the Water Sector – Infrastructure and Resilience
From small local projects to large dams, water-related infrastructure — whether for management or population protection — is increasingly ranking among critical construction priorities.
Greece, with its distinct geomorphological features and growing environmental challenges, must make leaps forward by investing in water infrastructure to protect vulnerable areas, ensure adequate potable and irrigation water supplies, and adapt to the impacts of climate change.
The state, in cooperation with local authorities and the private sector, must redefine water infrastructure policy in a timely manner, focusing on both adequacy and quality, as well as strengthening resilience.

c) Water and the Agricultural Sector: The Irrigation Challenge in Terms of Sustainability
The primary sector is currently the largest “consumer” of water, accounting for up to 86%. Given the critical role of water for the sector’s survival and its increasing irrigation needs, the search for new solutions is more urgent than ever.
The Ministry of Rural Development’s “Hydor 2.0” program aims to reshape the irrigation landscape through modernization projects, while water reuse from wastewater treatment is being introduced into the equation, offering substantial volumes currently discharged into the sea.
EYDAP is already moving in this direction through its major investment in the Eastern Attica Wastewater Treatment Centers, while reuse will also serve the irrigation needs of the urban mega-project in Ellinikón.

d) Water Scarcity and the Climate Crisis – Resilience, Forecasting, and “Smart” Systems
The prolonged drought is rapidly depleting reservoirs that supply the capital, highlighting that water sufficiency can no longer be taken for granted.
At the same time, in the era of the climate crisis, periods of drought alternate with extreme rainfall and floods, the consequences of which Thessaly is still experiencing after the storms Daniel and Elias.
Such extreme events bring to the forefront both the necessity for civil protection projects and the issue of insuring homes and businesses.
The state, science, and businesses must prepare for the new challenges. Timely forecasting of extreme weather events, technological upgrades of water monitoring and consumption systems, as well as the transition to a different management model, with tools such as “smart” water meters and consumption forecasting models, are now of critical importance.

The sector of natural mineral water businesses is emerging as a continuously developing field that shows great dynamism within the country, as well as a strong export presence, while in addition to direct jobs, it also creates a significant number of indirect jobs.
Having already charted an impressive course, the sector must now operate in an environment shaped by rising costs and pressure on water resources, while also integrating new circular economy standards, such as those arising from the implementation of the deposit return system.
