"Water, Climate Pressure, and Development: From Crisis to Planning"

Water, the most fundamental natural resource, has long ceased to be taken for granted. Greece—and Attica in particular—is facing a new reality: depleted reserves, rising consumption, climate pressure, and infrastructure whose limits are constantly being tested. Despite this year’s rainfall and snowfall, water scarcity remains a condition affecting daily life, the economy, and the country’s developmental planning.

In this context, the 2nd Greek Water Summit reopens the discussion from the most critical front: the state of water reserves and the “state of emergency” in Attica. How resilient is the water supply system? How do extreme weather events affect planning? What are the limits of management, and what are the responsibilities of the state, providers, and local government?

At the same time, the summit initiates a dialogue on critical development issues directly linked to water. Tourism, a key pillar of the Greek economy, is testing the endurance of local water systems, especially on islands and popular destinations. Industry, agriculture, and energy are called to operate under increased costs, a stricter regulatory framework, and limited resources. In this environment, the conflict over water usage—supply, production, environment—demands clear answers and decisive policy choices.

Meanwhile, the challenge of infrastructure remains open: renewing aging networks, tackling significant water losses, and addressing delays in major critical projects.

High on the water agenda remains the fundamental question: Is water a social good or a field for investment? Who ultimately pays the cost of water scarcity, and how does this translate into tariffs and social cohesion?

The 2nd Greek Water Summit, organized on Thursday March 19, 2026 by ethosEVENTS in collaboration with the economic and business portal banks.com.gr and the economic and investment magazine HRIMA, aims to shift the conversation from crisis management to strategic planning. Participation in the conference is possible through physical presence at the Divani Caravel hotel and online via the LiveOn Events+ platform.

With the participation of the State, local government, the scientific community, and the market, the summit attempts to shed light on difficult questions, highlight conflicts, and bring realistic solutions to the table.

The current status of water reserves, the resilience of Attica’s water supply system, and management limits. How rainfall/snowfall changed the data. What the “state of emergency” means in practice and whether it will be extended by a new ministerial decision.

Session 3:

Session 4:
Projects, Investments, and Sewerage – The Infrastructure Challenge
The state of water and sewerage networks, the major “Evrytos” project planned for Attica, water losses, and the investments deemed necessary for water security in the coming years.
